CCP Chairman Outlines Competition Reforms: A New Era for Pakistan’s Markets

ISLAMABAD – The Competition Commission of Pakistan (CCP) is undergoing a significant strategic transformation, as detailed by Chairman Farid Ahmad Tarar at the 2026 National Fair Competition Conference of China. Representing Pakistan at the high-level international gathering in Xi’an, Shaanxi province, Chairman Tarar outlined comprehensive competition reforms aimed at fostering investment, innovation, and sustainable economic growth while ensuring consumer benefits.

The two-day conference, held on September 7-8 under the theme “Unified National Market, Fair Competition for the Future,” was hosted by China’s State Administration for Market Regulation (SAMR). It convened heads and senior representatives from competition authorities across China, Brazil, France, Georgia, South Korea, Russia, Singapore, and other jurisdictions. Chairman Tarar emphasized the critical role of robust competition institutions in driving economic prosperity and ensuring fair market practices.

Shift Towards Intelligence-Led Enforcement and Digital Markets Focus

A cornerstone of the CCP’s ongoing transformation is a move towards more proactive, evidence-based, and effective enforcement. Chairman Tarar highlighted the establishment of the Market Intelligence Unit (MIU), a key component of this intelligence-led approach. The MIU has already identified over 225 potential competition cases across various sectors, demonstrating a heightened focus on market conduct with wider economic and consumer impact.

The commission is strategically directing its enforcement resources towards critical areas such as cartels, abuse of dominance, deceptive marketing practices, and the burgeoning competition concerns within digital markets. This includes a dedicated focus on the growing importance of digital markets, artificial intelligence, big data, and algorithms in shaping modern economies.

Facilitating Investment and Strengthening Capabilities

Chairman Tarar underscored that competition enforcement and investment facilitation are mutually reinforcing. The CCP’s efforts have directly contributed to investment growth, evidenced by the issuance of 121 merger clearance orders, which have facilitated approximately Rs29.65 billion in foreign direct investment. Additionally, the commission granted 83 exemptions for legitimate business arrangements, further supporting a conducive business environment.

Looking ahead, the CCP is actively strengthening its capabilities to address emerging competition issues. Its 2026–27 priorities include the development of a Digital Markets Competition Framework and conducting market studies on e-commerce, fintech, and digital advertising. These initiatives reflect a forward-thinking approach to regulating an increasingly digital economy.

International Cooperation for Enhanced Competition

During his engagements in Xi’an, Chairman Tarar held a bilateral meeting with SAMR Vice Minister Shu Wei. Discussions focused on emerging competition issues in new sectors, enhancing enforcement capacity, and deepening institutional cooperation between Pakistan and China. The meeting also reviewed the implementation of the existing Memorandum of Understanding (MoU) on Anti-Monopoly Cooperation, with both authorities exploring stronger technical collaboration and capacity building in areas such as cartel detection, merger control, digital markets, market intelligence, economic analysis, advocacy, and staff exchanges.

These strategic reforms and international collaborations position the CCP to effectively navigate the complexities of modern markets, ensuring a level playing field for businesses and safeguarding consumer interests in Pakistan’s evolving economic landscape.
